An OSHA inspection usually moves in three steps: an opening conference where the compliance officer states the reason, a walkaround of the site, and a closing conference. For walking-working surfaces, the officer can cite anything in plain view — an unguarded edge, a spalled walkway, an uncertified anchor — without needing a complaint.

Citations can be issued up to six months after the violation occurs (OSH Act §9(c)), and each arrives with a proposed penalty and an abatement deadline. Miss that date and Failure-to-Abate penalties accrue per day; the smartest position is to have your documentation ready before the officer ever arrives.
